A tariff of charges for the use of the various classes of transportation by the month, day, and hour was adopted, based upon the actual cost of maintenance of the several classes of transportation as shown by the experience of the city of Manila during the preceding three years, and Chiefs of Bureaus were authorized to secure transportation required for the service of their respective Bureaus, by requisition, subject to approval by their heads of Departments. The accounts between the city of Manila and the Insular Bureaus for transportation so furnished are rendered monthly and payment made from the appropriations for the Bureaus; the amounts so collected being deposited to the credit of the transportation account of the city of Manila with the Insular Government, upon which was charged the value, as heretofore stated, of the equipment and buildings transferred. Aside from the reduction in requirements for light transportation naturally resulting from the institution of street-car service in the city, and which was, as a matter of fact, one of the lesser factors of the total expense, there has been a large and increasing reduction in the demands by the various Bureaus, under the new scheme. The cost of the service under the former system computed on the basis of expense during the nine months ending March 31, 1905, was 130,651.90 per month, or 1367,822.80 per annum.
